Chief Executive Officer

Kelly Lazuka

Kelly Lazuka started her career in the wireless industry 25 years ago as a site acquisition specialist leasing land for new AT&T towers. Before joining Fullerton in 2021, she was with SAC Wireless, a Nokia company, for over 20 years serving in various operational and business development roles. Kelly found her niche as VP of Operations and the principal architect of SAC’s centralized concept for front end services. This new assembly line-like model brought site acquisition, A&E, scoping, and close-outs under the same umbrella resulting in reduced cycle times for customers and reduced annual overhead.

Kelly was appointed CEO at Fullerton in August of 2022 where she previously served as the President of the Wireless Services unit overseeing site development, design & engineering, and utility coordination for customers nationwide. As CEO, Kelly leads the entire organization which also includes PMO, fiber design, small cell and DAS design as well as construction services. Under Kelly’s leadership, the company underwent a significant financial and cultural transformation, emerging as a thriving powerhouse known for its expertise in program management, world-class execution, and customer solutioning.

In November 2023, Kelly was named Titan 100 – Chicago award winner. The Titan 100 program recognizes Chicago's Top 100 CEO’s & C-level executives as the area’s most accomplished business leaders in their industry using criteria that include demonstrating exceptional leadership, vision, and passion. Shortly after receiving the Titan 100 award, Kelly was deeply honored to have been invited to serve on the Chicago Board for the Titan 100. She feels it’s a tremendous opportunity to contribute to the ongoing growth and prosperity of the Chicago business community and is humbled by the chance to collaborate with fellow leaders.

As a proud mother of two boys and three girls (one daughter is on the Atlanta police force and another daughter in the Marines), Kelly recognizes the unique challenges that women face in the industry. She is passionate about empowering leaders and dedicates herself to nurturing talent and guiding aspiring women to new heights in their careers.

Chief Financial Officer

Andrew Adams

Andrew has over 15 years of experience in the telecommunications industry and joined Fullerton in late 2018 as Senior Vice President of Strategy and Business Development. In this role, he oversaw Fullerton’s national sales strategy, business development initiatives, and marketing operations.

In January 2023, Andrew transitioned to the operations side of the business, taking leadership of Fullerton’s Fiber and Small Cell Division. By the end of 2024, he was promoted to Executive Vice President of Strategic Development, where he now drives the company’s overall strategy, leads the sales organization, and focuses on revenue growth and service diversification.

Before joining Fullerton, Andrew held key leadership positions at both emerging and established firms. At NTP Wireless, he served as Director of Strategic Development, helping the company earn recognition on the Inc. 5000 Fastest Growing Companies list for four consecutive years. He also served as Vice President of Program Development for the East Region at KGPCo, a leading Tier 1 service provider. Across all his roles, Andrew has been instrumental in expanding gross revenue, launching new divisions, and diversifying client portfolios and service offerings.

Andrew earned his Bachelor of Arts in Economics and Political Science from Indiana University. Outside of work, he enjoys spending time with his wife and kids, playing golf C basketball, supporting his Indiana Hoosiers and exploring global cuisines—both in the kitchen and while traveling. He also volunteers his time coaching various youth sports in the Chicagoland area.

SVP – Customer Delivery & PMO

Sameer Aleem

Sameer Aleem has held a number of key leadership positions throughout his wireless career, managing large cross-disciplinary and geographically diverse teams. Currently, as Senior Vice President of Customer Delivery & PMO at Fullerton, Sameer leads teams committed to delivering top-notch site acquisition, macro architecture & engineering design, and utility coordination services. Further, Sameer spearheads Fullerton’s cutting-edge PMO team determined to transcend the boundaries of traditional wireless deployment. With a degree in Communications from the University of Illinois, Urbana-Champaign, and a Juris Doctorate from Valparaiso University School of Law, Sameer understands the importance of effective communication, and leveraging data-driven analytics to shape teams, build trust, and deliver at a high level for Fullerton’s customers. When Sameer is away from the office, he enjoys exploring nature with his wife and three young kids, biking, and golfing.

EVP – Strategic Development

Andrew J. Herring

Andrew has been in the telecommunications industry for 15 years and joined Fullerton in late 2018 as SVP of Strategy and Business Development. Andrew was responsible for Fullerton’s overall national sales strategy, business development team and company marketing. In January 2023, he moved over to the operations side and began leading the Fiber and Small Cell Division.

End of 2024 Andrew was promoted to EVP of Strategic Development, moving back to setting overall company strategy, leading the sales team, responsible for revenue growth & service offering diversification.

Andrew has held leadership roles with smaller startup firms such as NTP Wireless, serving as Director of Strategic Development and a key contributor to their recognition of Inc 5000 Fastest Growing Companies four years in a row. - He has also held the role Vice President of Program Development in the East Region at the large Tier 1 service provider, KGPCo. Andrew has been instrumental in each role he has held in helping increase gross revenue, growing new divisions and diversifying services and clients.

Andrew received his Bachelor of Arts Degree in Economics and Political Science from Indiana University.

In his free time Andrew enjoys spending time with wife and kids, exercising, golfing, and eating and cooking his way around the world. Andrew volunteers his time coaching a Catholic School Boys Basketball team in the City of Chicago.

VP – DAS Strategy G Client Solutions

Chris James

Chris holds a B.S. degree in Architectural Studies from the University of Illinois at Urbana- Champaign. He has over 20 years of architectural, engineering and project management experience with the last 16+ years focused on the telecommunications industry. He began with Fullerton as a project manager in 2009, continuing on as a director of the Technical Services (DAS) team in 2013 and subsequently the VP of Technical Services in 2021.

His responsibilities included managing the day-to-day production activities for the Technical Services team, providing subject matter expertise to customers with wireless solutions for indoor and outdoor venues across the United States. These services included indoor DAS sites (iDAS), outdoor DAS sites (oDAS), Public Safety/First-Responder networks (ERRCS) and Wi-Fi networks for all the major national carriers as well as neutral host providers/3PO’s, DAS integrators and OEM’s.

He is currently the Vice President of DAS Strategy and Client Solutions. Chris managed the DAS team at Fullerton for over 13 years and began a transition to a sales/strategy role encompassing the DAS design team and focused on delivering DAS construction opportunities in a turn-key model.

Chris is a member of ALA Chicago, NCARB, WIA and is iBwave certified. He also enjoys playing sports, going to sporting events, concerts, traveling and spending time with his four children.

VP – Strategic Accounts

Rafik Ishaya

Rafik Ishaya is a distinguished telecommunications executive with over two decades of experience at Fullerton Engineering. Since joining the company in 2000, he has been instrumental in driving its growth and nationwide success, combining strategic vision, technical expertise, and exceptional leadership across engineering, design, planning, development, and project execution.

Throughout his tenure, Rafik has held senior leadership positions including Engineering Director, Regional Operations Director, Vice President of Operations, and President of Wireless Services. In these roles, he has led multidisciplinary teams supporting wireless and wireline clients nationwide, managed complex national programs, and fostered a culture of operational excellence, innovation, and quality.

As Vice President of Strategic Accounts, Rafik is responsible for cultivating high-value client relationships, driving business growth, and ensuring the consistent delivery of superior engineering and construction solutions. He is committed to building long-term partnerships through meticulous planning, accountable execution, and unwavering dedication to excellence.As Vice President of Strategic Accounts, Rafik is responsible for cultivating high-value client relationships, driving business growth, and ensuring the consistent delivery of superior engineering and construction solutions. Rafik’s technical expertise encompasses wireless, civil, structural, architectural, utilities, fiber, and DAS design. He has successfully overseen major carrier expansion initiatives and delivered innovative, scalable engineering solutions supporting critical telecommunications infrastructure nationwide. He holds a Bachelor of Science in Civil Engineering and is recognized for his strategic insight, creativity, and results-driven leadership.

Outside of work, Rafik enjoys spending time with his family, engaging in outdoor activities, and traveling.

VP – Network Engineering Services

Zachary Bailey

Zach Bailey brings over 13 years of experience in the telecommunications industry and joined Fullerton in 2021. He has a proven track record of managing large teams and delivering national projects for some of the industry’s biggest clients. Starting his career in a legal and regulatory role, Zach steadily advanced into management and leadership positions. His expertise spans site acquisition, utility coordination, permitting, and small cell and fiber operations.

Zach holds degrees from Loyola University Chicago and a Juris Doctorate from Marquette University. He is known for his strong focus on critical thinking, efficiency, and a solutions-driven approach to leadership.

Outside of work, Zach enjoys spending time with his family and staying active through golf, volleyball, tennis, and other competitive activities

VP of Engineering

Ahmed Garcevic

With 25+ years of dedicated service at Fullerton, Ahmed Garcevic has become a cornerstone of Fullerton’s success in delivering world class engineering solutions to our telecommunications customers. An engineering graduate of The University of Tuzla, Bosnia and Herzegovina, Ahmed Garcevic is a trusted industry name bringing a wealth of knowledge, expertise, and passion to every project he touches.

During Ahmed’s tenure with Fullerton, he has taken on a diverse range of roles, from hands-on engineering positions to project management and senior leadership. This extensive experience has given Ahmed a deep understanding of our industry and the ability to anticipate and meet the unique engineering needs of our diverse customer base, which spans across different scopes and geographies.

As Vice President of Engineering, Ahmed champions a leadership style rooted in servant leadership, fostering an environment where collaboration, innovation, and professional growth thrive.

Ahmed’s ability to adapt to evolving industry demands while maintaining a clear focus on customer satisfaction and quality has been instrumental in shaping Fullerton into a trusted leader in the telecom wireless turnkey services sector.

Outside of work, Ahmed enjoys traveling with his family, hiking, and reading. Fullerton is very grateful to have a true subject matter expert of Ahmed’s caliber on our leadership team.

VP of Engineering

Dan Smith

As Vice President of Engineering, Dan Smith leads Fullerton’s team of registered design professionals who are in responsible charge of all engineering activities. He and his team are responsible for the certification of all engineering deliverables, while collaborating closely with the Project Management and Engineering Operations teams to deliver work on schedule and to the complete satisfaction of Fullerton’s clients.

Dan has 29 years of engineering experience, including 22 years in the telecommunications industry. He initially joined Fullerton for one year in 1998 and rejoined the company in 2005. In that time, he has successfully managed all phases of design for telecommunications projects nationwide, while acting as Engineer of Record for construction drawings and other deliverables. Dan continues to act as the primary Engineer of Record for projects across Fullerton’s Wireless Services, DAS Design, and Fiber/Small Cell Services teams.

Dan is a registered Professional Engineer in 34 states and the District of Columbia and is a graduate of Purdue University where he earned a Bachelor of Science degree in Civil Engineering.

Dan believes in consistently striving to deliver the highest quality work in a timely fashion. He views a client’s success as a reflection of Fullerton’s commitment to quality and excellence.

VP of Site Development

Kristin Hersemann

Kristin Hersemann is an accomplished professional with over a decade of experience managing large, geographically diverse teams in leasing, regulatory, zoning, and permitting operations. Early in her leadership journey, Kristin recognized the critical role of leadership style in fostering a team's collective success and the growth of its individual members.

As Vice President of Site Development at Fullerton, she is dedicated to providing supportive leadership that cultivates an environment where team members feel valued, understood, and empowered. Under her guidance, the team consistently delivers top-tier site acquisition services.

Kristin earned dual degrees in Psychology and Criminal Justice from the University of Wisconsin – Eau Claire and holds a Juris Doctor from Stetson University College of Law.

Outside of her professional endeavors, Kristin is an animal lover, an avid fitness enthusiast, and an outdoor explorer. She treasures quality time with her husband and embraces opportunities to connect with nature.

VP Construction Services

George Recktenwald

George Recktenwald is a proven leader in the telecommunications and infrastructure industry, bringing more than 35 years of experience in driving growth, operational efficiency, and large-scale project execution. With deep expertise in engineering, construction, and field services, George combines strategic foresight with hands-on leadership to deliver high-impact results and long-term value.

He earned his bachelor's degree in Management with a minor in Accounting from Dallas Baptist University, laying a strong foundation for his career in business and operations.

Outside of his professional life, George enjoys spending time with his wife and family. He’s passionate about the outdoors and can often be found fishing, boating, golfing, or relaxingin the mountains or by the beach.

Jeff Parsons

Jeff Parsons is Vice President of Strategic Accounts with over 35 years of experience in the telecommunications industry. He specializes in building strategic partnerships, driving enterprise-level initiatives, and delivering innovative solutions that create measurable business outcomes. Jeff’s leadership focuses on aligning client objectives with organizational capabilities, fostering collaboration, and generating long-term value in competitive markets.

Throughout his career, Jeff has held senior leadership roles at Black & Veatch, Crown Castle, Bechtel, General Dynamics, and SBA, where he managed multimillion-dollar portfolios and led transformative strategies that expanded market share and enhanced customer experience. His expertise spans strategic account management, program management, project execution, business development, and operational excellence.

Jeff holds a Bachelor of Business Administration in Finance from Kent State University and has held professional credentials including Project Management Professional (PMP), Six Sigma Yellow Belt, and licenses as a General Contractor and Realtor.

Outside of work, Jeff enjoys golfing, skiing, and cycling, spending time with family, and traveling. He also volunteers as an Income Tax Assistance volunteer for United Way, reflecting his commitment to community engagement.
